1. Account eligibility and setup
Eligibility follows the legal entity that advertises and is billed, not the audience you want to reach. OpenAI's availability documentation lists the UAE as available for self-service, verified on 23 September 2026, so a Dubai mainland or free-zone company can sign up directly at ads.openai.com.
Setup asks for business details (name, website, logo, industry) and account details (country, currency, time zone), then routes you through identity and business verification via Persona. 3. Context strategy instead of keyword strategy
The campaign holds the objective, budget, dates, target countries and optional platform targeting and custom audience include/exclude lists. The ad group holds one theme and its context hints. The ad holds title, copy, image and landing page.
OpenAI's creative guidance is explicit that this is not a keyword platform: relevance is decided from multiple signals including conversational intent and, where ads personalisation is enabled, select signals from the user's broader ChatGPT experience.
Practically, control moves from match types to description. A UAE ad group built around "comparing schools by curriculum and fee range in Dubai" will behave very differently from one built around "schools Dubai", because the first describes a situation an assistant can recognise.
- One theme per ad group — resist the urge to put three buyer situations in one group.
- Build for coverage: several distinct title and copy angles per offering, not one message repeated.
- Keep each variation genuinely different; near-duplicates give the system nothing to choose between.
- State the practical value, who it is for and when it helps. Slogans underperform specifics here.
4. Landing-page architecture
- Match the promise: the page should answer the exact situation the ad described, not the homepage version of it.
- Publish the commercial facts a comparison needs — price range or starting price, what is included, timelines, location, eligibility.
- Keep the conversion action one step: a short qualified form, a booking, or a WhatsApp handoff with the source captured.
- Preserve parameters: do not strip the oppref click reference or UTMs on redirects, or your CRM loses the source.
- Load fast on mobile, and keep Arabic or English consistent with the conversation language you are targeting.
5. Measurement: pixel, Conversions API and events
Server-side events are the difference between a channel you can argue about and a channel you can decide on. For lead businesses in the UAE where the sale closes on the phone or in a showroom, the confirmed-sale event has to come from your server or CRM, not the browser.
